Digitization as Risk Management
On September 2, 2018, a fire broke out in the National Museum of Brazil, in Rio de Janeiro. By the time it was extinguished, an estimated 92.5% of the museum’s 20-million-item collection was gone. The meteorites and fossilized skeletons survived, largely because they were made of stone and iron. The museum’s ethnographic sound recordings, its Egyptian and Greco-Roman antiquities, its irreplaceable Latin American anthropological archive, the oldest human remains found in the Americas — all of it burned in a matter of hours. There was no meaningful backup. Two centuries of acquisition, research, and stewardship were reduced to what a handful of exhausted staff and firefighters could carry out the doors.
The Brazil fire tends to get cited as a uniquely catastrophic event. It shouldn’t be. It is simply the most visible recent example of something that happens to cultural institutions with grim regularity — and it’s the clearest possible argument for a shift already underway in how the field thinks about digitization: not as an access initiative, but as a core risk management strategy.
Institutions that treat digitization as optional outreach programming are discovering — sometimes too late — that it is also insurance against loss, liability, and reputational damage.
Risk Is No Longer Abstract
The last several decades have made clear that loss is not a hypothetical an institution plans around once and then forgets. It recurs, in a small number of familiar forms.
Fire
In September 2004, a fire at the Duchess Anna Amalia Library in Weimar, Germany, destroyed 50,000 books in a single night and damaged another 118,000, many of them rare volumes with no surviving duplicate anywhere in the world. Two decades later, a dedicated conservation workshop is still processing the salvaged “ash books” — and only now digitizing what’s left of them, long after the point where digital surrogates could have made the loss recoverable instead of permanent.
Flood
In 1966, the Arno River overflowed its banks in Florence, Italy, burying the city’s libraries, archives, and museums under 600,000 tons of mud, oil, and sewage. The National Central Library alone had 1.3 million items — a third of its holdings — damaged. Nearly sixty years and thousands of conservation hours later, some of that material still hasn’t been fully restored.
Conflict
Cultural destruction during war is rarely incidental. When ISIS seized Mosul, Iraq, in 2014, it deliberately burned the city’s central library and looted or destroyed university and private collections — by some estimates, well over 100,000 manuscripts and books spanning 800 years of regional history. UNESCO called it one of the most devastating acts of library destruction in modern memory. This is not a historical problem: as of mid-2026, UNESCO has verified more than 545 cultural sites damaged in Ukraine since the 2022 invasion, including 43 museums, 22 libraries, and 5 archives. At the Ivankiv Historical and Local History Museum outside Kyiv, the museum’s night guard and his wife tore the security bars off a window to crawl into a burning building and save all 14 of the museum’s paintings by folk artist Maria Prymachenko — a genuinely remarkable act, and also a demonstration of exactly how fragile “preservation by heroics” is as a strategy. The rest of the museum’s collection did not have someone standing by to save it.
Kyiv-Pechersk Lavra — the nearly thousand-year-old monastery-turned-museum in Kyiv, and itself among the sites UNESCO lists as damaged during the war — is where that same risk prompted a different response. In 2023, DT partnered with the Lavra’s collections staff to install a digitization system on site and train the team on capturing its icons, engravings, precious-metal objects, bound materials, and rare clergy portraits, building a permanent digital archive of material that remained at direct risk for as long as the conflict continued. It’s a concrete, small-scale version of the argument this article is making: when the physical object sits in a war zone, a preservation-grade digital surrogate captured now may be the only form of that collection guaranteed to survive whatever comes next. Natural disaster
When the 2011 Tōhoku earthquake and tsunami struck Japan, four municipal museums in the coastal city of Rikuzentakata lost their combined collection — some 560,000 specimens and artifacts, most of them donated by residents over generations — to seawater and sludge. Conservators eventually recovered about 82% of it through a painstaking, multi-stage cleaning and desalination process invented largely on the fly, because no established method existed for treating some of the affected materials. The other 18% is gone for good.
Alongside these acute events sit two more chronic risks: theft and disputed provenance, where an institution’s ability to even prove what it owned — and in what condition — becomes a matter of institutional credibility; and the ongoing physical degradation of high-risk formats, especially film and mixed media, which quietly lose information every year they sit un-digitized, disaster or no disaster.
Digitization cannot prevent any of this. Fire, water, looting, and time will do what they do regardless of an institution’s digitization budget. But digitization can preserve evidence, context, and value after loss occurs — provided the digitization itself is preservation-grade.
Preservation Digital Objects Function as Forensic Records
A preservation-grade digital surrogate — a Preservation Digital Object, or PDO — does more than provide access. It documents an object’s condition, structure, and visual truth at a specific moment in time, in enough detail to hold up under scrutiny.
Consider what happened at the Kherson Regional Art Museum in southern Ukraine. Over five days in late October and early November 2022, as Russian forces prepared to retreat from the city, they systematically emptied the museum, removing an estimated 10,000 of its roughly 13,500 artworks; some later surfaced at a museum in Russian-occupied Crimea. Critically, the museum’s own inventory catalogues — the paper records documenting what the collection actually contained — were taken as well. Ukrainian officials have been left trying to reconstruct, from memory, old photographs, and whatever documentation survived elsewhere, an accurate account of what was even in the building, let alone the kind of proof of ownership needed to support international recovery efforts.
That is the forensic function of digitization made concrete. High-resolution, color-accurate files can support:
- Insurance claims, by documenting condition and value before a loss occurs
- Provenance verification, through detail-level comparison against condition markers that are difficult to fake or replicate
- Post-loan condition assessment, with defensible before/after evidence
- Authentication after recovery, confirming that a returned or recovered item is, in fact, the same object
Low-quality files often fail precisely when they’re needed most — in disputes, insurance claims, and investigations, where a file has to answer a specific, adversarial question rather than simply look presentable online.
The Cost of Inadequate Documentation
When digitization is rushed, partial, or under-specified, institutions take on hidden risk that only becomes visible after something goes wrong.
The 2009 collapse of the Historical Archive of the City of Cologne is an unusually clean before-and-after case study. Subway construction undermined the building’s foundation, and the six-story archive — one of the most important municipal archives in Europe, holding documents dating to the 10th century — fell into the excavation pit, killing two people in adjoining buildings and burying roughly 90% of its 26,000 linear meters of records. Years earlier, the archive had microfilmed about a million images and 1,400 medieval manuscripts through outside preservation partnerships. Those surrogates survived intact and became the foundation for what could be reconstructed quickly. Everything the archive hadn’t gotten around to digitizing is a different story: physical reconstruction from the rubble, piece by piece, is still ongoing, at an estimated cost approaching €400 million.
Cologne’s undigitized 90% and its microfilmed fraction are effectively the same experiment, run on the same collection, at the same moment — with two very different outcomes. That’s the cost of inadequate documentation, made about as measurable as this kind of thing ever gets: not a hypothetical inconvenience, but a nine-figure, multi-decade gap between what was recoverable and what wasn’t.
Beyond outright physical loss, incomplete documentation exposes institutions to:
- Inability to prove pre-loss condition
- Reduced insurability of collections
- Disputes over authenticity and ownership
- Legal exposure in restitution cases
- Reputational damage, if “digital access” is later perceived as having been low-quality or misleading
Preservation-grade digitization reduces ambiguity. And in a risk context, ambiguity is expensive — sometimes on the scale of an entire municipal archive.
Why Standards Matter in a Risk Context
None of the forensic or evidentiary value described above holds up if the underlying capture can’t be trusted. Standards such as FADGI and ISO 19264 exist precisely to provide defensible, third-party benchmarks — not just for image quality, but for the process behind it.
In a dispute, standards compliance isn’t a technical badge — it’s evidence that:
- The institution followed recognized best practices
- The digital record is trustworthy
- Decisions about how and what to capture were not arbitrary or negligent
Even institutions that can’t fully comply across an entire collection immediately still benefit from aligning workflows toward a standard — and documenting that intent and progress — rather than treating standards compliance as all-or-nothing.
Digitization Is Organizational Resilience
Institutions investing in robust digitization programs consistently demonstrate greater resilience when something does go wrong. Rikuzentakata’s museums eventually recovered most of their tsunami-damaged collection, but it took years of improvised conservation work, and access to that material — for researchers, for the families who donated it, for the community itself — was effectively frozen for the duration. An institution with existing preservation-grade digital surrogates doesn’t face that same gap: research, loans, publication, and public access can continue against the digital record even while physical recovery, if it’s possible at all, plays out over years.
That resilience tends to show up in a few consistent ways:
- Faster recovery after disasters — access continuity even when the objects themselves are inaccessible
- Stronger donor and stakeholder confidence
- Better collaboration through shared platforms and derivatives
- Reduced handling of fragile originals over time, which is itself a form of long-term risk reduction
Digitization, in this frame, becomes part of governance — an institutional commitment to stewardship under uncertainty, not a side project for the web team.
Building a Risk-Aware Digitization Program
In practice, risk-aware programs tend to prioritize:
- High-risk formats early — film, glass plates, brittle media, anything actively degrading
- Preservation-grade capture over speed alone
- Secure, redundant storage and integrity checks
- Clear documentation of workflows, standards, and QA practices
- Durable metadata and identifiers that maintain context over decades, not just years

The Strategic Shift
Every institution named above — Rio’s National Museum, Weimar’s Anna Amalia Library, Florence’s National Central Library, Mosul’s public library, the museums of Ukraine, Rikuzentakata’s museums, Cologne’s municipal archive — believed, right up until the moment it stopped mattering, that there was still time. Time to digitize the highest-priority material first and get to the rest later. Time to formalize a documentation standard once budget allowed. The core question facing institutions in 2026 is not whether they can afford to digitize comprehensively. It’s whether they can afford not to.
Risk compounds silently, in the gap between what an institution owns and what it has actually documented to a preservation-grade standard. Digitization interrupts that compounding by creating durable surrogates, preserving evidence, and enabling continuity — whether or not disaster ever comes.
